Reengineering has become synonymous with major change in organizations. This paper develops theoretical underpinnings for the concept of interorganizational process reengineering (IPR), the redesign of processes across organizational boundaries, encompassing the norms and values of more than one organization. This is done by examining existing reengineering, interorganizational, and general systems theories. An IPR model is developed that takes a functional approach to matching reengineering design activities and IT capabilities. This research is not about specific information technologies to support reengineering. Instead, the functions to be effectively performed by designers and owners of interorganizational business processes are developed. This functional approach, highlights opportunities for IT support of IPR and limitations of specific technologies. This process focus represents a creative way of employing IT.
