The US ITER Home Team was requested to conduct cost assessment studies on the Modular Shielding Blanket to assess the fabrication techniques for the modular, non-breeding shielding blanket and to determine the associated cost of such a blanket and any cost-reduction techniques proposed. A bottoms-up cost estimate was conducted by detailed examination of a nominal module or backplate element. The material and labor costs of that module or element were scaled to all other modules or elements by means of complexity factors derived from area, length, curvature, or thickness. Manufacturing engineering hours were determined by the number of unique drawings and piece parts. General costing guidelines were provided by the ITER Joint Central Team to aid in consistency and evaluation of multiple estimates. The major system cost is in the shielding modules. They represent the most massive and complex subsystem, which is reflected in the cost estimate. The manufacturing engineering and the manufacturing and assembly are the two largest shield cost categories. Materials and equipment are a moderate third. Testing and tooling are lesser contributors to the shield cost. Other subsystem elements are examined by WBS category, function, and cost category. The underlying reasons and cost implications are discussed along with possible cost reduction improvements.
