PUblic participation practices at work: the process for determining site suitability

Public trust and confidence. The pursuit of this goal will be one of the greates challenges the U.S. Department of Energy (DOE) will ever face. For years, the DOE followed a policy of decide-announce-defend which all but eliminated opportunities for public involvement in decision making. Consequently, the DOE's decision making was often rendered suspect, resulting in a significant erosion of the public's trust and confidence in the DOE's activities and decisions.
