This paper describes the design, development and implementation of a Data Communication Link to interconnect the SCADA's of the main oil companies located on the east coast of the Maracaibo Lake (Maraven, Lagoven and Pequiven) with the Energy Management System of the oil sector, called OFIPET. The Data Link was developed over a Wide Area Network (WAN) concept. The protocol used to support this WAN is called ELCOM-90. This high level protocol fulfills all the ISO/OSI standard specifications both at the Application and Presentation Layers. This Data Link allows Electrical-based information interchange among all the computers (partners) connected to the network. Under this scheme, all the partners can request and send information to another partner. Each partner, independently, can perform a series of tasks like Dispatch and Load Prediction, Global Planing, State Prediction, Customer Charges, etc.
