Reliability and availability calculations are presented for a fibre optic network in the local loop which is currently being installed for a field trial in Aveiro, Portugal, as part of a RACE project called FIRST (Fibre to the Residential Subscriber Terminal). The telephony system downtime was predicted to be 98 minutes per year for an average customer, (against the adopted target of 53 minutes per year). The TV distribution downtime was 71 minutes per year. Areas were identified where changes would achieve improvements in these figures, such as circuit design, duplication, and maintenance policy.
