One of the major hurdles in establishing fiber-in-the-loop (FITL) systems is the necessity of reliable power at the local level. When commercial power fails, power must be provided by a battery back-up system at the local site. Reliability and cost over the life of the battery system are critical issues that must be addressed before FITL can be implemented. They are addressed with the development of an uninterruptible power system (UPS) that utilizes advanced battery technology and an intelligent charger. The new batteries will last for over 30 years, they are more reliable than standard commercial batteries and they require no maintenance. This battery technology (which offers exceptional "fault-tolerant" provisions) allows the charge controller to acquire telemetry at all times regarding battery health and for the first time, offers a true and reliable state of charge indication, without fully discharging the battery. This paper covers basic battery and electronics design of the UPS.
