An automated methodology is presented for determining the interoperability of complex environments of colocated HF communication systems by developing a frequency management plan for all transmitters and receivers in the environment. This methodology is implemented with COEDS (Communication Engineering Design System), a CAAD tool. Using this system, frequencies (or frequency bands) are automatically determined for each transmitter and receiver such that interference from co-channel, adjacent channel and broadband noise sources is eliminated. COEDS accomplishes this by automatically evaluating all interference interactions at all frequency combinations, taking into account all the equipment parameters and pertinent characteristics. Should the initial frequency plan be too restrictive, modifications are rapidly made and assessments of the reduction in link performance are presented for any residual interference. An example is presented to illustrate the use of COEDS as a CAD system for frequency management.
