A configuration of a multiple access (MA) link in an inter-satellite tracking and data relay satellite system which is suitable for the system with comparatively small number of user space crafts is proposed and discussed.It is shown that the system employing an on-board multibeam array antenna has several advantages over the NASA's TDRS MA system using Adaptive Ground Implemented Phased Array,regarding effective utilization of frequency and power in the feeder link and simplification of ground station facilities.A 19-element microstrip array having a scanning single beam and 19 fixed multibeams,the key subsystem in the MA system,has been developed to demonstrate its feasibilities.The results of the development of the multibeam antenna are also described.
