Over the past thirty years, the electrical industry has seen the introduction of a number of wholly or partially water-dilutable insulating varnishes (hereafter referred to as ???water-based varnishes???). Acceptance of these products has been limited because of their poor physical characteristics and also for lack of a motivating force to encourage movement away from the traditional (organic) solvent-thinned products. However, recent legislation by Government agencies such as EPA (both federal and state) and OSHA, have rekindled interest in alternative products. Pending legislation, if passed, will probably force the extinction of traditional solvent-thinned varnishes as we know them today.
