Arc discharge is used in a wide range of fields such as welding, circuit breakers, and waste treatment. The control of the anode point and elucidation of the restoration phenomenon are required in order to improve the performance of products related to the arc phenomenon. The cold boundary layer is generated between the arc and the anode at the time of arc deflection and the restrike may occur. However, the cause of re-strike has not been clarified. In this research, the electron and heavy particle velocity distribution are analyzed under arc deflection with the hypothesis that the re-strike phenomenon occurs when the non-equilibrium of the arc becomes remarkable. Specifically, the momentum conservation equations were divided into electrons and heavy particles. As a result, the electron velocity increased where the potential gradient was large.
