Integrating Climate Risk and Adaptation into the Safety Element of General Plans

The first step in climate adaptation planning is preparing a vulnerability assessment that outlines how climate related hazards will affect the community, when they are expected to occur, and who will be disparately impacted (CNRA 2012). Initially this includes assessing the spatial extent of the hazard. This includes both the physical exposure of the hazard and populations that are more sensitive to the hazard. CalEnviroScreen provides an initial framework to identify environmental justice communities, however, does not provide specific data relating to each climate related hazard. In the past, communities have made social vulnerability assessments for specific hazards, however multiple hazards hadn't been assessed within the same document. Some example articles for vulnerability assessments specific to hazards include "Developing an applied extreme heat vulnerability index utilizing socioeconomic and environmental data" and "Assessment of Social Vulnerability to Floods in the Floodplain of Northern Italy" (Johnson 2012; Roder 2017.).
