Blockchain brings opportunities and challenges forfinancial data sharing services. The essential properties in a dis-tributed multi-parties system are data access control and privacycontrol. This paper proposes a hierarchical data access modelfor financial services, which contains consent management anddynamic credits management. We implement fine-grained dataaccess control through rating accredited data recipients (ADRs). By accessing corresponding blockchain service logs, ADRs' cred-its will dynamically be updated. The credits evaluation algorithmis responsible for calculating ADRs' credits based on theircompletion rate, business ethics rate, and feedback positive rate. Moreover, through applying smart contracts, the efficiency ofconsent management can be improved, and privacy policies canbe managed elastically. Finally, we deploy smart contracts onthe Ethereum Rinkeby testnet to evaluate the model feasibility. Furthermore, the theoretical analysis and experimental resultsindicate that the prototype is secure and efficient.
