In recent years, the spectrum conflict between satellite communication and terrestrial communication has restricted the development of satellite communication system. As a new technology, cognitive radio can make more reasonable use of wireless spectrum resources and solve the spectrum conflict between satellite communication and terrestrial communication. In this paper, we regard multiple satellite communication users as secondary users (SU) and terrestrial communication user as primary user (PU). SUs cooperate to perceive the channel state of PU. Under the condition of maximizing SU's own throughput, SU determines the spectrum sensing ratio through game theory method, and then performs spectrum allocation. The experimental results show that the gaming process has a steady state solution, and the wireless spectrum resources can be fairly allocated without affecting the communication of PU.
