The precision phase shift measurement system and standard of the National Metrology Institute of Japan (NMIJ) — the dual channel intermediate (IF) substitution null system using a unique programmable IF phase shifter as a reference standard— is improved to cover the frequency measurement range of 1-18 GHz. The features of the improved circuit and its functions are described. The basic characteristics of the system were experimentally investigated; resolution measurements of 0.002 deg., 0.007 deg., and 0.023 deg. were obtained at 1 GHz, 10 GHz, and 18 GHz, respectively.
