This paper will examine an Eath Orbit Rendezvous mission mode for supporting First Lunar Outpost missions launched by a Saturn V derived heavy lift launch vehicle. On-orbit refueling of the HLLV second stage will enable it to be reused as the trans-lunar injection stage. Refueling operations will be conducted at an orbiting Tanker facility. Emphaiss will be placed on acquiring the operational for on-orbit storage and transfer of cryogenic fuel, developing automated rendezvous capability, and maximizing use of Saturn V experience, existing infrastructure, and ground support facilities in order to reduce development costs.
