In transmitting color images represented by the palette, theindices corrupted by the bit error cause serious image qualitydegradation in the reconstructed images at a receiver. This paperproposes an ordered palette construction algorithm based on thehue-saturation-intensity (HSI) color system for minimizing thereconstruction error. We define the average Euclidean distance (AED) asa new measure for comparing the performance of color image paletteconstruction algorithms and show the effectiveness of the proposedmethod in the case of the bit error. Experimental results show that theproposed algorithm effectively reduces the number of mismatched colorscaused by the corrupted indices and thus the reconstruction error
