This paper investigates three techniques for optimising thecapacity of cellular communication schemes: power control, dynamicchannel assignment and adaptive modulation and coding. Each scheme, andcombination of schemes, is investigated under the same assumptions forchannel model, number of cells and quality of service provision; andsimulation is used to derive the number of simultaneous users that canbe supported in each case. It is shown that the additional complexity ofadaptive modulation and coding is rarely justified, and that thefacility for intracell handoffs is the most important technique toinclude in an efficient resource allocation algorithm
