In this research, we proposed a secondary market model at private television broadcasting institutions and compared it with the implementation of secondary markets in the United States, Australia, Guatemala, and New Zealand. We conducted an in-depth interview with stakeholders in the broadcasting industry to determine the assessment parameters. There are 3 secondary market models proposed in this research i.e. status quo model (no secondary market), direct secondary market model, and secondary market model through an independent agency. We analyzed those 3 models with RIA method and found that the secondary market model through an independent agency is the best one.
