Wireless network in the field of industrial process monitoring and control system is an emerging technology. Strict delay (up to 100ms) and reliability constraint call for specialized network architectures. In this paper, we focus on resource allocation problem for wireless communication scenario referred to as Wireless Cloud Network (WCN). In WCN, coded messages are transmitted between sensors and the control center through a dense self-contained network by massively air-interacting relay nodes. We propose a real-time hierarchical scheduler that consists of inter- and intra- cloud scheduler, for multiple clouds scenario (topologically independent and autonomous). Basically, multiple clouds cooperate by jointly pooling and deploying their resources, and agree to exchange these resources to guarantee their mutual quality of service (QoS). Intra-cloud schedulers, one for each cloud, are coordinated by Inter-cloud scheduler as a global resource manager (GRM) to guarantee end-to-end QoS for each cloud. Numerical simulations validate the feasibility of the approach in the critical process control systems.
