This paper introduces a new approach to provide high data rate based services to users, which are out of 64QAM range from the base station. When users reside near the boundary of a cellular cell, downlink data rate reduces to a very low value. This new approach is based on four different techniques which are cooperative MIMO, 64 QAM, adaptive relay networking, and high speed downlink protocols in cellular region. In MIMO transmission, minimum two antennas are required each at the base station and user entity to enhance the performance of HSDPA. This paper mainly focuses on cooperative communication in cellular network through multi-hop networking, which allows peak data rate up to 42 mbps, theoretically. Optimum utilization of cooperative MIMO will ultimately lead to the next revolutionary wireless technology, which can increase reliability of high speed network in shadow areas and dead zones. In this paper two hop networking is used to provide location independent fair services to all users.
