An approach is presented that provides the probability that the multipath fade depth exceeds the link margin on an FS link, with the pseudo-random MSS received signal interference power at the input of the FS receive station taken into account. ^In practice, this quantity must then be interpreted within the context of the operational limits generated to ensure that acceptable FS link performance can be realized in the presence of MSS interference. ^The procedure for transforming the results generated by the present approach into the appropriate FS link performance criteria is provided in the Technical Services Bulletin 86 for both digital and analog FS links. ^The approach is straightforward to implement and has been applied to a sample of existing digital and analog FS links currently operational in the 2160-2200-MHz band. ^(AIAA)
