Better Early than Late: A Cost-Benefit Analysis and a Case Study of the Importance of Public Building Energy Efficiency in Chemical Parks in China

There are numerous chemical parks in China, where a large number of public buildings are located. Implementation of energy efficiency measures for these public buildings will bring remarkable effects on energy saving and emission reduction. This paper analyzes two aspects of energy-saving costs of new buildings and existing buildings and their economic, social, environmental benefits as well as their static investment payback periods, discusses the public building energy-efficient economy and clarifies the great significance of the implementation of energy efficiency measures for public buildings in each chemical park in China. Meanwhile, this paper sets buildings in Nanjing Chemical Industry Park for example for a cost-benefit analysis. Through the case study, we further recognize that taking energysaving measures before constructing new buildings is much more preferable than making energy-saving retrofits after having finished the construction.
