Excessive energy consumption is of concern to the world today. One of the largest energy consumption through many sectors included supporting facilities is tourism. Bali is the most excellent tourism resort through the precious supporting facility. Modern and comport facility is more attractive now. Electricity supply becomes an issue. It is important to control the uses of excessive energy that emitted carbon and cost. The growth of electricity demands becomes on an exponential scale. In order to keep the sustainability of the environment, the existence of non-tourism industries relate is restrictive. Monitoring and active management energy patterns most effective rather than investing in renewable energy. This paper proposes a method to build community-based initiatives for reducing carbon emissions and saving energy by using nighttime satellite data. This paper consists of detail of procedural to obtain an index of radiance threshold class. The index has three criteria class; ambient, moderate and excessive. The radiance threshold class determined from cross-analysis of nighttime satellite data with light meter surveys through regression analysis. The histogram radiance distribution reveals the profile of the class criteria. The moderate class becomes key to attention. It can be used to reveal any aspect of spatial-temporal dynamical of urban cycle. This paper proposed a new method for assessing the uses of electricity by applying the satellite remote sensing technology.
