By analyzing the technological development process of China's local enterprises in the context of multinational technology control, this article gets the important factors affecting China's technological innovation and proposes development mode, system framework and protection mechanism of technological innovation for local enterprises. Then the author draws the conclusion that multinational technology transfer and technology control have double effects and local enterprises should not only seize the opportunities to absorb advanced technologies but also promote self-renovation mechanism and wipe out the increasingly obvious technology obstacles by promoting its own innovation capacities.
