This study is concerned with the selection of waveform structureand message redundancy for reliable reception in a noisy channel and fornot interfering with a secondary use of the signal such as establishingfrequency and phase synchrony. We propose and analyze the bit reversal(BR) encoding scheme of inserting redundancy to minimize the spectralenergy near zero frequency. The primary mathematical tool for thisanalysis is Markov chains with finite number of states and constanttransition probabilities
