Results of a detailed comparative performance assessment betweentwo candidate access solutions for the provision of land-mobileservices, i.e., FDMA and CDMA, for the European Land-Mobile SatelliteServices (LMSS) provision are presented. The design of the CDMA accesssystem and the network architecture, system procedures, network control,operation in fading environments, and implementation aspects of thesystem are described. The CDMA system is shown to yield superior trafficcapability, despite the absence of polarization, reuse due to payloaddesign, especially in the second-generation era (multiple spot-beams).In this case, the advantage was found to be largely dependent on thetraffic distribution across spot beams. Power control techniques areproposed to cope with the geographical disadvantage suffered by mobilestations located at the beam borders to compensate for fadings
