The authors develop a new congestion control framework for BISDN(broadband integrated services digital network) based on distributedsource control. The proposed framework is applicable tovirtual-circuit-based services as well as datagram-oriented services.The proposed congestion control strategy is a hybrid scheme thatcombines the advantages of circuit-switched networks (rate control) withthe variable-bandwidth and soft-overload features of packet networks.The approach is simple, robust, easy to implement, scales as thedelay-bandwidth product increases, and is compatible with theasynchronous mode of transport being proposed for BISDN
