The Electric Power Rationing Program through the energy quotasystem: a utility's experience

The COELBA utility's primary objective was to satisfy the energyneeds of its customers. To continue doing this as far as possible whilereducing consumption presented a substantial challenge. This goal wasachieved through a combination of political, institutional andorganizational activities. The purpose of this study is to describethese steps in the hope that COELBA's experience will be helpful toother utilities. The energy situation in northeastern Brazil and Bahiain December, 1986, and the basic premises that required load curtailmentare outlined. The parameters involved, legal aspects and rationingcriteria are described. Important operational aspects of quota systemapplication are discussed and the total energy saving and financial lossare presented as well as the main lessons and spin-offs of thisexperience
