The potential contribution of optimum frequency assignment toefficient use of the spectrum

The author reviews the development of optimum frequency assignmentprograms, presents the evidence that they will improve efficiency ofservice band use, and suggests ways that the spectrum managementcommunity can capitalize on these opportunities. The assignment programhas been used to simulate a number of frequency assignment strategiesfor a variety of scenarios. The general procedure for such studies isdescribed. It is concluded that the technology exists to use radioservice bands efficiently by correctly choosing the specific frequencyassigned to each requirement so that the group of all requirements usesthe minimum total bandwidth. It is noted that present administrativeprocedures do not provide for the use of the technology, and thatchanging these procedures would result in more efficient use of thespectrum
