On Constructing Crisis Early Warning Organizational Structure In China's Public Sectors

In the risky society, crises may break out at any time, this requires public sectors to construct effective crisis early warning organizational structure. We should construct a crisis early warning organizational structure in China's public sectors that has well defined power and responsibility; it takes the form of a network and combines the categorized management with the graded management. This kind of organizational structure can break through the limitation of the ability of traditional crisis management organizational structure, and can remedy defects of the information asymmetry and improve the crisis early warning ability in China's public sectors.
