Available transfer capability (ATC) has important significance in transmission system planning, operation, expansion and reliability assessment. Assessment of ATC is essential for the safely operation of power system and gain the advantage of bulk power transfer. In this paper, ATC is utilized for reliability performance of power system network in normal operating conditions, with transmission switching and different loading pattern for a specific time zones. Generating unit capacity can be reserved with the support of ATC in different switching scenarios. This reserve capacity can be utilize in incremental load case. In deregulated electricity market, power marketers can share the power with common transmission line so this will lead to congestion in the system so ATC has important role in deregulated power system. The objective of the paper is to obtain minimum expected load loss (ELL) in different switching cases. Transmission system reliability parameter such as $EENS_{TS}, DPUI_{TS}$ and $CLIC_{TS}$ are assessed for analysis of the system reliability.
