City Ordinances for Pre-Northridge Steel Moment Frame and Non-Ductile Concrete Buildings: Materials Testing and Condition Assessment Requirements

Several Cities in Southern California have adopted ordinances for buildings with Pre-Northridge Steel Moment Frame (PN-SMF) and Non-Ductile Concrete (NDC) seismic lateral force resisting systems. One of the most challenging aspects of the evaluation/retrofit process is to determine the existing component/connection details and the appropriate material properties to utilize. This is further complicated when original construction drawings and/or inspection/testing records are unavailable. While some direction is provided within ASCE 41-13 the Standard for Seismic Evaluation and Retrofit of Existing Buildings, it is often difficult to navigate the document and determine the necessary requirements. This paper will attempt to briefly summarize many of the requirements for material testing and condition assessment and provide practical interpretations of ASCE 41-13 as they relate to seismic retrofit ordinances. The provided content is heavily influenced by the work currently underway by the City of West Hollywood, that are being assembled by Degenkolb Engineers and reviewed by SEAOSC Safer Cities/Existing Buildings Committee.
