Cost effective secondary road reclamation is critical given the current budget limitations that many smaller governmental agencies are facing. Several counties in the Midwest have been successfully utilizing steel furnace slag as a key component in full and partial depth pavement reclamation projects. The utilization of the steel slag, along with the techniques developed, have reduced the cost of these projects by up to 50% while also providing better utilization of an agency's work force. These projects have been on-going for ten (10) years and now have a proven performance record. Due to the limited budgets/resources of these agencies, alternative methods for assuring appropriate quality during construction and compaction have been explored. One of these methods is the use of a light weight deflectometer (LWD). The LWD was utilized both before and after remediation to provide guidance as to its level of success. The presentation will include: 1) an overview of the techniques used; 2) proper characterization of the sustainable steel slag materials; 3) specifications, test results, and comparisons to other materials; 4) a review of one agency's decision-making process, construction phases, and cost comparisons; and 5) an overview of the field results obtained utilizing the light weight deflectometer (LWD).
