PORT HOUSTON BAYPORT CONTAINER TERMINAL READY FOR TODAY PLANNING FOR TOMORROW

The Port of Houston Authority's (PHA's) state-of-the-art Bayport Container and Auto Terminal is a vibrant and growing facility meeting current shipping needs while planning for future growth. The terminal will ultimately include seven container berths, 376 acres of container yard, a 123-acre rail intermodal facility with capacity to handle 2.3 million TEUs (twenty-foot equivalent container units) creating over 32,000 jobs and adding $1.6B to the Texas economy. Electronic data interchange and a computerized inventory control system allow tracking of the status and location of all individual containers. A new auto terminal has recently opened for inbound auto distribution. Trucking access to and from the separate entry and exit gate areas is connected directly to State Highway 146 by dedicated flyover ramps. The environmentally-friendly terminal has preserved 956 acres of diverse coastal habitat, 200 acres of new marsh, created or enhanced 173 acres of wetlands and created a 128-acre buffer zone. Construction of the initial rail line into Bayport is scheduled to begin in 2018. This paper discusses the design and construction of the current Bayport facilities, stakeholder and agency coordination and approvals, environmental mitigation, and planning efforts for today and the future to ensure that the Bayport Container Terminal continues to be one of the most modern and environmentally sensitive container terminals on the Gulf Coast.
