Achieving Stormwater Resource Management in Californian Communities in the Sierra Nevada

Stormwater has become recognized as a resource that should be managed within integrated water management to balance socioeconomic development and environmental protection. California recently adjusted policies, regulations, and guidelines to support stormwater as a resource, and to consider investments that promote stormwater monitoring, capture, treatment and reuse, green infrastructure, groundwater augmentation, and low impact development. This paper summarizes the development of a comprehensive strategy to manage stormwater as a resource in the west slope of El Dorado County, which has unique constraints given its foothill location, urban, rural, and agricultural land uses. The resulting plan is a multipronged approach customized for its foothill setting which considers its regional reservoirs, watershed management, and integration of stormwater management. The plan incorporates prioritized actions, affordability considerations, and nexus to other related resource planning and implementation efforts to support efficient and responsible implementation.
