Systematic Risk Assessment and Treatment Framework of International Construction Project Based on Dynamic Meta Network Analysis

For international construction, contractors perform their work in another country and thus risks are normally difficult to be identified and assessed for further intervention. However, previous risk assessment methods in the context of international construction lack of consideration of risk associations therefore, risk intervention strategies were critiqued ineffective for linking with risk associations. In this paper, we propose a two-stage risk control management framework consists of project objectives, risk events, risk factors, and project stakeholders based on dynamic meta-network analysis (DMNA) method. In the first (risk assessment) stage, comprehensive evaluation and sorting the risk factors can be implemented by integrating multiple type of networks, i.e., meta-networks constituted of risk factors, risk events, and project objectives. In the second (risk corresponding) stage, by analyzing the impact of project stakeholders on the meta-network, effective risk intervention measures are proposed towards stakeholders respectively. A highway construction project of a Chinese contractor in an Eastern Europe country is chosen as a case study to verify the feasibility and applicability of the proposed risk control framework for international construction projects. Results: In the process of DMNA, researchers can assess the risk level based on time-variant risk associations. Also, relevant risk control measures are put forward accordingly as management basis. This study modeled risk priorities based on time-variant risk associations and put forward a new method for risk management, supplementing the body of knowledge in the area of international construction.
