County of Los Angeles Sustainable Infrastructure Management: The Benefits of Taking Envision beyond the Boundary of One Project

Since 2011 the County of Los Angeles Department of Public Works has been using Envision to guide the development of and evaluate the sustainability of appropriate infrastructure projects during all phases of infrastructure management. Public Works infrastructure projects rated using Envision include transportation, buildings, stormwater capture, and flood control projects. On August 16, 2016, the County of Los Angeles Board of Supervisors adopted the use of Envision as a standard for County infrastructure projects and programs as appropriate, including those related to energy, water, waste, transportation, landscape, and information. This paper looks at the initial steps taken by Public Works to pilot the Envision rating system leading up to the adoption of the rating system by the Board. It also discusses opportunities Public Works has identified for using Envision on a community scale, as well as techniques for applying Envision within various infrastructure development processes. Finally, this paper shares lessons learned from adopting Envision, including the benefits and future applications of the rating system.
