Trafficking in persons means placing or maintaining individuals in an exploitive situation for economic gain. It is different from "smuggling." it is the Transportation or harboring of individuals through force, fraud or coercion for the purpose of exploitation. Aviation is one of the primary modes of transportation used by traffickers. 1. Cabin crew are front-line personnel (face-to-face), 2. Are in a unique position to be able to recognize visible signs of trafficking. 3. Have enough time with passengers to be able to observe questionable situations ICAO and IATA recommend each operator develop: 1. A set of dedicated policies procedures and reporting protocols for when such encounters occur 2. Communication protocols 3. An assessment form and reporting mechanism.
