The write-ups for develop ideas is the cornerstone of the Value Engineering (VE) Study Report. It describes to the users the details of the developed ideas. Traditionally, these write-ups are categorized as either qualitative or quantitative write-ups with titles like Alternative (or Proposal), Suggestion and Comment. This paper recommends improvements which refine the types of Alternatives as well as improvements to write-ups. These recommendations were developed by program managers of Value Engineering at the U.S. Army Corps of Engineers. They are based in the experience of managing hundreds of VE Studies from scoping through documentation of implementation of the developed ideas with design teams and other users. The recommendations discussed for Alternatives are specifically identifying Cost Reduction and Estimate Correction as types of write-ups. For improving write-ups specifically, the authors recommend adding a Rationale statement, better understanding First Cost/Life Cycle Cost, clarifying Titles and improvements to the workshop quality review process. Implementing these recommendations will improve the communication with the user as well as user understanding the benefit of utilizing Value Engineering on their various procurements.
