Departments of transportation (DOTs) are charged with delivering, maintaining, and operating highway infrastructure with continually shrinking resources. Hence, they continue to seek innovative ways to reduce construction costs and maximize the value of highway-dollar expenditures. Included in DOTs' cost-reduction toolbox is the Federal Highway Administration (FHWA)-advocated value engineering change proposal (VECP) provision included in most DOTs' standard specifications under which contractors are paid 50 per cent of the actual net construction cost savings for approved VECPs. But despite financial incentivization, VECPs are not submitted by contractors as often as one might expect. This paper offers some of the reasons for low VECP submittals and describes how one US state department of transportation employed post-award value engineering (PAVE) workshops in a pilot program to address these reasons and to stimulate more VECP submittals.
