Developing a driving cycle in according with the actual road conditions is instrumental for the matching of power system design, fuel economy and emissions assessment. This paper used GPS to collect the actual operation of taxi in Harbin urban and divided into four model events: acceleration, deceleration, cruising and idle. The model events with similar mean of velocity and average acceleration are clustered to form a Markov state and the validity of the classification standard which are verified by the maximum likelihood estimation method. After extracting the Markov transfer matrix, taxi driving cycle of Harbin urban is constructed that based on Markov transfer matrix. The taxi driving cycle of Harbin urban is compared with NEDC, road cycle of Chinese urban and a taxi driving cycle of Chinese city. The results show that the mean velocity of taxi driving cycle in Harbin urban is 22.46km/h; the average acceleration is 0.84m/s2; the ratio of cruising is 12%. There are great discrepancies among them of taxi driving cycle in Harbin urban, NEDC, car driving cycle of Chinese urban and the taxi driving cycle of a Chinese city. The result provides a basis for design of powertrain, fuel economy and emissions in Harbin urban.
