This paper presents the main results of a thesis work dedicated to the Specific Absorption Rate (SAR) risks in High-Frequency (HF), Very High-Frequency (VHF) and Ultra High-Frequency (UHF) frequency bands. The main goal of this thesis is to enhance SAR method validation of radio military exposure near high power antennas. It will permit to reduce cost and delay of SAR validation and quantify the actual safety margin with regard to known biological effects. Instead using complete heterogeneous phantom, new concept of heterogeneous phantom is proposed. Analytical formulas are presented and validated to assess whole-body and local specific absorption rate (SAR). Quantification of actual margins is calculated thanks to 3D thermal and electromagnetic simulations.
