Washington Suburban Sanitary Commission has one of the most active and advanced asset management programs for large diameter pipelines in the United States. Additionally, WSSC was a pioneer in the use of carbon fiber-reinforced polymer (CFRP) for structural rehabilitation of pre-stressed concrete cylinder pipe (PCCP). Over the past several years WSSC has implemented CFRP repair on hundreds of distressed segments of PCCP throughout their pipeline inventory, and these rehabilitations prevented possible catastrophic failures of deteriorated pipes. However, the FRP systems have been designed and installed on many WSSC pipelines while the design philosophy and related detailing was constantly developing and changing. With development of the new AWWA C305 based on several years of research and experimental work some of the previous designs required an upgrade to bring these structures in compliance with the industry standard.
