Wilde Lake Water Main Study and Rehabilitation – Phase II

Utilities throughout the U.S. face significant challenges in managing their buried water infrastructure. These challenges have been documented by various reports from organizations such as ASCE, EPA, and AWWA placing a price tag on the buried pipeline infrastructure renewal needs in the hundreds of billions if not trillions of dollars. Despite the significant challenges facing utilities today in managing their buried infrastructure, Howard County, MD has stayed at the forefront of the industry for innovative and responsible approaches to pipeline management. In 2013, the County initiated a study to determine the condition of water mains within one of its most established communities. The Village of Wilde Lake, which was established in 1967, has recently seen an increase in water main leaks and breaks. During Phase I of the study, a countywide risk assessment strategy was established to prioritize and plan subsequent condition assessment and renewal activities. Also during Phase I, condition assessment data was collected in the Wilde Lake community to establish a renewal and management strategy for the area. This data was used in Phase II of the study to select mains and renewal technologies for piloting. This paper describes the rehabilitation technology evaluation and selection process during Phase II of the project. The rehabilitation technology evaluation included six technologies namely: CIPP, pipe bursting, sliplining, spray-on lining, CFRP repairs, and internal repair sleeves. Two technologies were selected for piloting (i.e., CIPP and pipe bursting) with the construction phase scheduled to take place in early spring 2017.
