IOAG Service Catalogs: an effective and dynamic tool for standardization requirements

The Interagency Operations Advisory Group (IOAG) relies primarily on the technical work performed by other organizations developing standards and recommendations for space systems such as the Consultative Committee for Space Data Systems (CCSDS) and the Space Frequency Coordination Group (SFCG). However the IOAG may recommend to such organizations new areas for their plan of work or priorities for their developments. As one specific IOAG goal is the achievement of full interoperability among member space agencies, the Interoperability Plenary (IOP) tasked the IOAG to complete and agree on a catalog of consolidated ground based cross-support services with a near term and a long term view. Actually IOAG decided of splitting those views into two documents: 1. For the near term, IOAG Service Catalog #1 (finalized and approved by IOAG at the beginning of 2010) identified Mandatory and Optional Services for basic cross support with the objective is that the plurality of the IOAG agencies shall be capable of providing the (mandatory) services around 2015. 2. For the long term, IOAG Service Catalog #2 (finalized and approved by IOAG at the beginning of 2011) identified enhanced end-to-end services extending cross-support into space as driver for further CCSDS standardization efforts. From a practical point of view, while IOAG Service Catalog #1 addresses current mission scenarios where access is provided to a single space/ground data link, IOAG Service Catalog #2 addresses space communication services for in-space relay and network cross-support scenarios which would enable future Solar System Internetworking (SSI); i.e. Service Catalog #2 comprises typically Delay/Disruption Tolerant Networking (DTN) and / or Internet Protocol (IP) technologies. Catalog #1 and Catalog #2 have then been used as an effective manner to communicate to CCSDS the Operations view and requirements for the standardization activity. The further development by CCSDS of the IOAG-CCSDS Product Agreements (ICPA) electronic tool has then allowed the two organizations to exchange information and/or feedback able to trigger discussion/reaction in the relevant forum. However, considering that the two Catalogs date back to 2010/2011 with a few updates in 2013, and that recent developments and decisions by CCSDS and IOAG Member Agencies need to be reflected in the Service Catalog documents, the IOAG has therefore resolved to activate the Service Catalogs Revision Working Group (SCWG), to produce updated versions of both IOAG Service Catalogs. The main update objectives include updates to the list of Core and Optional services, reflecting some recent decisions of either IOAG or CCSDS, as well as outcomes of other IOAG sub-groups (e.g.: optical communications or spacecraft emergency working groups). This paper presents the current status of the revised Service Catalogs (i.e. Catalog 1 under approval and Catalog to be updated consequently) with the implication with respect to both, agencies plans and standardization work plans.
