Problems and Suggestions to Disparity of Chinese Income Distribution with Comparative Analysis Approach

The issue of distribution is becoming one of the most concerned social issues by Chinese government. Since the political system has been set up as ownership of the whole people in China, it is laid down clearly in the Constitution (latest amended in 2004) that predominant ownership of the means of production is public ownership. Accordingly, the people are endowed to obtain property income from government-owned capital and government-owned enterprises, which is the essence of public ownership, as well as major conceptually distinguishing point between socialist market economy and private ownership economy. Here we analyzed current income disparity in China as well as in other countries, especially the income system of civil servants in the United States. We compared the ratio of minimal wage to GDP per capita, the ratio of minimal wage to average wage, and the rate of minimal rage. Applying comparative analysis approach, we proposed suggestions on improving Chinese distribution system, focusing on public servants as well as state-owned enterprises. Our study provides first hand knowledge on world-wide social wealth distribution status on a statistical basis. In addition, problems and suggestions to solve Chinese problem are specially investigated.
