The statistics from Taiwan's Central Bank shows the deficit of international payment balance on intellectual property rights has hit historically high up to 5 billion U.S. dollars in 2011. In 2012, the share of Taiwanese respondents of patent infringement cases in the U.S. International Trade Commission (USITC) [1] has approached 20% of total investigation. Moreover, the 2012-2013 Global Competitiveness Report (GCR) of the World Economic Forum (WEF) [3] indicates that "Insufficient Capacity to Innovate" is the fourth "most problematic factor for doing business" in Taiwan.
