The 2014 Water Rehabilitation project consisted of 2 projects, (Table 1), East & West, within the City of Saskatoon,Saskatchewan Canada.The referenced project was the largest single contract, at the time of tender, let in North America to rehabilitateexisting water mains using a Cured-in-Place Pipe (CIPP) lining system designed specifically for drinking water.A number of project conditions presented many challenges during the installation of the CIPP lining systems. Thisincluded site excavation, installing and maintaining the temporary by-pass water / conveyance system, conflictsbetween various underground and aged utilities, repairs of sections of the sanitary sewer system that conflicted withnew installations, depths of the water mains, site rental days, cleaning the mains, traffic control, weather, andmanaging and tracking of change orders. Additional challenges included finding and hiring skilled workers toperform the work. Recently the Canadian Government changed the process for allowing US skilled workers to enterand work in Canada during the course of the project which changed the planning for the work performed in yeartwo. The General Contractor (Michels Canada Co.) had to replace a local civil subcontractor used during year oneof the project due to various issues, such as safety violations and mismanagement of their work. Michels Canadachose to self-perform the civil portion of the project in year two.The use of trenchless technology was the primary driver of the project. The Owner determined the aginginfrastructure needed to be rehabilitated over a 5 year program and chose CIPP as the best option. The lining systemselected was Sekisui’s NordiPipe lining system for drinking water. This system is a fully structural Class IV liningsystem per AWWA, M-28 Manual (AWWA, 2014).
