Every tunnel is unique, which makes it very difficult to generalize design fires in road tunnels. On average, based on the survey results, designing road tunnel fire resistance works is largely related to the value and operation of the tunnel as an infrastructural facility including the frequency and the size of fire, condition of fire extinguishing facilities placed inside of tunnels and effect of the facilities, degree of damages on the tunnel linings caused by fire, repair method and period for deterioration, and economical loss caused by fire. The extension of exchange of experience and competency between the European countries and Japan beyond the present joint projects; this would allow to improve the safety as well as, it is necessary for designers to consider the initial investment cost for fire-resistance works. When fire inside of a tunnel actually occurs, fire fighting will be very difficult and if the duration of fire is longer than that of expected in the design, especially fire damages on the linings will be in a dangerous condition. This is an aspect difficult to assess, however especially important to upgrade safety in the existing tunnels according to a reasonable budget to be planned.
