Splitting strategy is very important for the safety and stability of grids. However, splitting can hardly be appropriately performed without the location of out-of-step center. Considering conventional out-of-step oscillation criteria are short of capability for locating out-of-step center, this paper discusses out-of-step oscillation from the perspective of energy and proposes a novel method to effectively locate it. At first, energy structure is briefly introduced, from which OEF (Oscillation Energy Flow) is derived. Through the study on OEF variation rules between out-of-step subsystems, OES (Oscillation Energy Singularity) is discovered. As a distinct characteristic only on out-of-step oscillation center, OES offers new thoughts on the capture of out-of-step oscillation center: because OES is quite intuitive and easy to capture, we can capture the location of out-of-step center by finding the location of OES. At last, simulation on real power grids case proves its effectiveness.
